No word on any of his sites in almost 2 years, we have to assume this is a dead project and it will no longer be worked on for whatever reason.

Seems like it, it had pretty regular updates for awhile, now like the the other poster says there has been no activity since April this year.

You have to collect materials in the northern district, once you have enough it will let you build it there.

Im having the same problem, no quests left and still the last scene is locked for her.
